At Niagara Falls, NY in the Winter we visited the Niagara River to see how things look in the cold. There was some ice in the river and some minor small amounts of snow on the ground. Way down below the cliff by the river itself was the Winter resting ground for the Maid of the Mist boats. The large blue crane pulls them out and back in again in the Spring. I think the river is actually ok for them to navigate, but it is too cold for tourists below with the wind and severe cold.
